Sealed proposals will be received by the City of Pembroke located at 353 N. Main Street, Pembroke, Georgia on February 18, 2025 until 10:30 a.m. local time for the Sewer and Drainage CDBG. The work to be performed consists of furnishing all labor and materials to complete the Sewer and Drainage CDBG. More specifically, the project will consist of clearing and grubbing, fill and grading, power relocation, structure relocation, traffic control, erosion control, grassing, demolition, asphalt pavement removal and replacement, speed bump removal and replacement, striping, drainage structure removal and replacement, manhole adjustment, wet well tie in, removal and replacement of sewer lines, and pump station abandonment. Each Contractor must prequalify for bid by submitting a completed "Statement of Bidder Qualifications" form supplied by the Engineer. Bids will be accepted from prequalified bidders only. Bids must be accompanied by a certified check or bid bond in an amount equal to at least five percent (5%) of total amount bid for the completed work. No bids may be withdrawn for a period of sixty (60) days after the closing time schedule for receipt of bids. The Owner reserves the right to accept or reject any or all bids and to waive informalities. Award of the contract, if it is awarded, will be to the lowest responsible bidder. This project is subject to the Build America, Buy America (BABA) Act requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. This project is covered under the requirements of Section 3 of the HUD Act of 1968 and Section 3 Business Concerns are encouraged to apply.
