DOCUMENT 002100 INVITATION TO BID LEGAL NOTICE 1. Sealed proposals for the construction of a new 50-yd outdoor shooting range for the Bryan County Sheriff's Dept. located at 4611 Bacontown Road, Pembroke, Georgia 31321 will be received by Bryan County Board of Commissioners at 66 Captain Matthew Freeman Drive, Richmond Hill, GA 31324 until 2:30 PM, July 29, 2025, at which time they will be publicly opened. 2. The project consists of the following generally described work: Construction of a 50-yard outdoor shooting range with covered pavilion. Fill material for the embankment is to be excavated procured from the expansion of the existing onsite pond. 3. Plans and Specifications are open to inspection digitally or may be obtained from Thomas & Hutton Engineering Co., 50 Park of Commerce, Savannah, Georgia 31405 upon payment of $50.00 (half size) or $100.00 (full size) plus a pdf copy. smulski.k@tandh.com to request copies. Only Bidders who obtain documents from Thomas & Hutton (the Issuing Office) shall be placed on the plan holder list and allowed to submit bids. 4. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability." Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. 5. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes it would not be in the best interest of the Project to make an award to Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. 6. A Pre-Bid Meeting will be held on Wednesday, July 9, 2025, at 2:00 P.M. at 66 Captain Matthew Freeman Drive, Richmond Hill, Georgia 31324. Following the Pre-Bid Conference will be a visit to the Project site. The Pre-Bid Conference is mandatory for the potential Bidders. Failure to attend could be a cause for rejection of the bid.
