NOTICE OF LOCATION AND DESIGN APPROVAL P. I. 0017697 LIBERTY COUNTY Notice is hereby given in compliance with Georgia Code 22-2-109 and 32-3-5 that the Georgia Department of Transportation has approved the Location and Design of this project. The date of location and design approval is: August 12, 2025 This project is located in Liberty County in the city limits of Hinesville, Georgia and Flemington, Georgia. The corridor starts at Flowers Drive approximately 1.9 miles from the city limits of Allenhurst and ends at Patriots Trail approximately 0.2 miles inside the city limits of Flemington. The purpose of this project is to replace the two-way left turn lane with a raised concrete median for a total project length of approximately 3.0 miles. SR 38/SR 196/US 84 is a 5-lane roadway with a center two-way left turn lane. The existing roadway features four 12-foot through lanes with a 13-foot two-way left turn lane, curb and gutter with grassed shoulders and sidewalks. The corridor has a posted speed limit of 45 miles per hour. This project is located within Georgia Militia Districts 17 and 1458. This project includes the installation of eight Reduced Conflict U-Turns (RCUTs) at Courtland Drive, Link Street, Kroger Driveway (approximately 850 feet south of General Screven Way), Ryon Avenue, Bryant Commons, E Hendry Street, Sherwood Drive, and Sandy Run Drive. The roadway surface will be repaved and curb and gutter with sidewalk will be added for U-turn bays at the signalized intersections. No off-site detour is proposed and the construction time is an estimated 18 months.
